UNESCO convened representatives from the Global Education Coalition and government officials in London during the Education World Forum to strategize about launching UNESCO’s Digital Transformation Collaborative DTC on a global scale.
The side-event, held on 10 May 2023, centered on discussing how DTC pilot programs will impact countries. This initiative was formed by 30 members of UNESCO's Global Education Coalition with the mission to provide practical digital technology resources and expertise med at accelerating educational transformation through digital literacy worldwide.
Representatives from Egypt, South Africa, Uruguay, and other nations atted the event, including Ministers for Education such as Ms. Dina Ghobashy from Microsoft, a founding member of DTC who emphasized that multistakeholder partnerships are crucial in facilitating coordinated action towards transformative education changes that adapt to each country's unique context.
In her remarks, Assistant Director-General Stefania Giannini highlighted the necessity of shifting away from pilot projects and instead embracing a culture focused on continuous change and transformation. She underscored that by leveraging well-coordinated efforts across sectors, addressing resource gaps intelligently, and enhancing capacity building, digital literacy could be effectively integrated into education.
Giannini also stressed that for meaningful digital transformations, it is essential to have high-level political commitment from government bodies like Ministries as well as the active involvement of teachers. She added that innovation should encompass not only technology but also governance and organizational changes.
The DTC's goal is to develop a flexible framework tlored to each country’s needs by assessing their progress on five critical areas: coordination, , capacity building, connectivity solutions, and cost-effectiveness. A questionnre designed for this purpose illuminate countries' progress rather than rank them or fit them into predefined categories.
The participants shared their nations’ current digital learning initiatives post-COVID-19, with Egyptian Minister Dr. Reda Hegazy expressing readiness for embracing digital transformation in education. His priority was to empower teachers through and active leadership roles in the educational reform process.
Borhene Chakroun, Director of UNESCO's Education Sector, noted an appetite for DTC support from different countries across diverse contexts.
Launched at the Global Education Coalition meeting last March, DTC emerged from discussions on private sector and donor involvement at the Transforming Education Summit in 2023. The Collaborative's pilot programs will soon be implemented through partnerships with selected countries.
